Russia: new immigration rules for migration registration

From June 1 2017, new migration registration rules for foreigners will be introduced in Moscow, St Petersburg, Sochi and Kazan. Registration must now be completed within one day of arrival.

Throughout the period of June 1 – July 12, 2017, new migration registration rules will be introduced for Moscow, St. Petersburg, Sochi, Kazan.

These include the following:

  1. The migration registration of foreigners should be carried out within one day following the day of their arrival from abroad or from other regions of Russia to the place of stay (as oppose to seven days before)
  1. This procedure applies to ALL foreigners including HQS and their family members, nationals of EAEU, foreign nationals arriving under business purposes and residence permit holders except for foreign nationals included in the FIFA lists.
  1. Migration registration will only be performed by local divisions of the Ministry of Internal Affairs (MIA) in Russia. The Decree does not enable arrangement of registration via post service or Multifunctional Centres (MFC)’s.
  1. According to currently available information, the MIA will be open for migration registration on Saturdays and Sundays.
  1. The migration registration of foreign nationals is carried out either at the address of the employer, or through the owner at the apartment address where a foreigner resides.

Recommendations

To reduce costs and minimize the risk of being subjected to penalties, we recommend the following:1. During stays in specified cities always have the following original documents at hand:
  • Passport
  • Migration card
  • Detached part of notification on arrival (migration registration)
  • Work permit or patent
  • Receipts confirming tax on income payments (for patent holders)
  • Labour contract (for those working without a work permit or patent)
2. If possible, do not enter the specified cities during the validity period of the Decree.
3. If the trip is necessary, avoid entering the mentioned cities on Fridays and Saturdays, so that the registration period does not fall on the weekend.
4. If possible, do not invite foreign visitors to visit you during the specified period, or provide them with accommodation in hotels, which will make them liable for migration registration.
5. Engage landlords to perform the registration at the address of actual residence to avoid registration at the address of the employer company.For those who arrived before June 1 and do not have a valid registration we additionally recommend printing out and keeping at hand the Decree text (clause 4 “д”) as confirmation that it does not apply to foreign nationals who arrived before June 1.
