One month of war in Ukraine: influence to relocation and immigration processes

March 24, 2022, was exactly a month since everyone in Ukraine woke up from words “Get up! It has started ... ", or, even worse, from the sounds of explosions.

In this article we will not talk about atrocities of the war in the 21st century. We will not decide what is worse: bombing or a humanitarian catastrophe caused by bombing. On the one hand, we will not talk about patriotism, love for people, faith, unity and strength of spirit. On the other hand, we will avoid discussing accidents of cowardice, dishonesty and according to international law illegal methods of warfare, manipulation and propaganda.Let us talk about how life goes on in Ukraine - what establishments continue to work and how they operate.Immediately after beginning of the russian invasion of Ukraine all databases of state bodies were reliably preserved in order to protect Ukrainian citizens' and foreigners' personal data. However, a few weeks later the government has allowed certain state authorities to resume operations in areas where there are no active military actions.At this stage it has been stated that in the western regions of Ukraine it is possible to extend and/or amend work permits for foreigners and stateless persons, that were issued throughout Ukraine by the Employment Centers. In practice, we have not checked this statement because of the difficulty of document signing. Due to the fact that russian bombing of Ukrainian cities began in the middle of the night, not everyone was able to get to the offices and take seals. Also, many people have left Ukraine. That is why actual signing of the documents and their delivery for administrative actions take longer in comparison with peacetime. Therefore, we will report on the practical side of this statement later.Moreover, the State Migration Service is gradually resuming its work. Today we know for sure that documents are being accepted for the purpose of issuing passports to Ukrainian citizens. The notification says that serving the needs of foreigners is also allowed. However, for now it is only in theory.The State Tax Service is currently closed for issuing identification codes and duplicates and making changes. PPE registration is also on pause.Administrative Service Centers operate in the western region of the country, but there is already-mentioned difficulty - challenging access to the documents that must be submitted.On the one side, it is frightening how soon a person gets used to everything. The processes of work has become very complicated. On the contrary, we are glad that there is a tendency to open state authorities and resume their work.As for ABEA, it took us a long time to find a safe or secure place for each team member. Some of our colleagues stay in Kyiv.
